Can't help but wonder...Is Ferguson a dumping ground for bad cops?

Wonder if Fox News or the Tea Party sites will verify and then report WP's story?

According to the Washington Post, up until three years ago Darren Wilson worked for the Jennings Police Department, located not far from from the city of Ferguson. The Jennings police department was also made up of mostly white officers, who were supposed to be protecting and serving a mostly black community. Instead, there were so many problems between the police and residents of the town, that the entire 45 person police force was fired. Wilson was one of the officers who lost his job, when the Jennings police force was disbanded.

The city of Jennings has a population of only 14,000 residents, 89 percent of those citizens are black. The racial make-up of the city’s police force, on the other hand, was something like 43 white officers to two black officers. Much like Ferguson, the poverty rate is high and full time employment is scarce. Rodney Epps, one of the Jennings city council members who voted to disband the entire police force, told the Washington Post that the city was plagued racial tension.

“The straw that broke the camel’s back, an officer shot at a female. She was stopped for a traffic violation. She had a child in the back [of the] car and was probably worried about getting locked up. And this officer chased her down Highway 70, past city limits, and took a shot at her. Just ridiculous,”

Epps said during an interview, published on August 23.

After a string of lawsuits over unnecessary force, including accusations of police beating and attacking residents without cause, along with federal and state investigations that revealed fraud and corruption inside the Jennings police department, the city council realized that the entire force was a liability, instead of an asset.

The council voted 6-1 to shut down the Jennings police department, fire all 45 officers who belonged to it, and start over.

While there are no specific reports about Darren Wilson at this time, Lt. Jeff Fuestang, who was appointed to run the city’s new police department described conditions in Jennings at the time the that Wilson was fired:

“There was a disconnect between the community and the police department. There were just too many instances of police tactics which put the credibility of the police department in jeopardy. Complaints against officers. There was a communication breakdown between the police and the community. There were allegations involving use of force that raised questions.”

So much for that spotless record. Darren Wilson, along with 44 other cops, was fired because of serious misconduct, excessive force and rampant corruption. Why is that not on his record?

WASHINGTON -- A Ferguson police officer who helped detain a journalist in a McDonald's earlier this month is in the midst of a civil rights lawsuit because he allegedly hog-tied a 12-year-old boy who was checking the mail at the end of his driveway.

According to a lawsuit filed in 2012 in Missouri federal court, Justin Cosma and another officer, Richard Carter, approached a 12-year-old boy who was checking the mailbox at the end of his driveway in June 2010. Cosma was an officer with the Jefferson County Sheriff's Office at the time, the lawsuit states. The pair asked the boy if he'd been playing on a nearby highway, and he replied no, according to the lawsuit.
Then, the officers "became confrontational" and intimidated the child, the lawsuit claims. "Unprovoked and without cause, the deputies grabbed [the boy], choked him around the neck and threw him to the ground," it says. The boy was shirtless at the time, and allegedly "suffered bruising, choke marks, scrapes and cuts across his body."

The 12-year-old was transferred to a medical facility for treatment, but the lawsuit says Cosma and the other officer reported the incident as "assault of a law enforcement officer third degree” and “resisting/interfering with arrest, detention or stop."

Jefferson County prosecutors "refused to issue a juvenile case" against the young child, the suit says.

The allegations against Cosma were made in September 2012, shortly after he wasintroduced as a new officer at a Ferguson City Council meeting. Jefferson County is south of Ferguson.
Captain Ron Arnhart of the Jefferson County Sheriff's Office, who is a candidate for sheriff, did not respond to The Huffington Post's request for comment on the circumstances of Cosma's departure. Neither Ferguson police spokesman Tom Zoll nor Ferguson Police Chief Thomas Jackson responded to requests for comment.

A dispatcher at the Ferguson Police Department said she would relay a message to Cosma, who was out in the field on Sunday afternoon.

Richard R. Lozano, the lawyer representing the young man in the lawsuit, declined to be interviewed due to the pending claims against Cosma and the other officer. He said he anticipates a trial date early next year. However, Lozano did provide a statement.

"The lawsuit alleges that Justin Cosma and Richard Carter, two deputies with the Jefferson County, Missouri sheriff's department in 2010, assaulted my client during an encounter on my client's driveway while his mother was inside their house. My client was 12 years old at the time, shirtless and was not suspected of any criminal behavior. He was checking the mail. The deputies approached my client and the encounter quickly escalated. My client was restrained, choked, thrown to the ground and hogtied by the two deputies. He suffered scrapes and choke marks to his neck. No charges were ever brought against my client. It is my understanding that Justin Cosma is currently an officer with the City of Ferguson," Lozano wrote.

Cosma was also one of the officers who detained journalists from HuffPost and The Washington Post earlier this month in a local McDonald's. He declined to give his name or badge number at the time, and has subsequently refused to identify himself to the press. A reader tip allowed HuffPost to match his name and face after the altercation.

While still at the Jefferson County Sheriff's Office, Cosma received an award for dealing with a person in psychiatric crisis, according to the St. Louis Post-Dispatch.

Cosma isn't the only officer whose past has received new attention in the wake of the shooting of 18-year-old Michael Brown and the subsequent protests in Ferguson. Eddie Boyd III, an officer who faced allegations of hitting children while serving under the St. Louis Metropolitan Police Department, quietly resigned and sought employment with the Ferguson Police Department. Boyd faced three complaints of physical abuse against children between 2004 and 2006, two of which were dropped. Internal affairs sustained the third complaint against Boyd, saying there was sufficient evidence to support the allegation that he struck a 12-year-old girl in the head with a pistol, and recommended Boyd be fired. The St. Louis police chose to demote him.

Less than a year later, a teenage boy alleged that Boyd hit him in the nose with a gun, and the officer quietly resigned from his role at the St. Louis Metropolitan Police Department. His license was not revoked in the ensuing lawsuit. Boyd was hired by the Ferguson Police Department sometime between July 2009 and December 2010.

St. Louis County officer Dan Page, who has been on the force for 35 years, was suspended from duty for inflammatory comments made while addressing the Oath Keepers of St. Louis and St. Charles. Page made racist and sexist remarks, called President Obama an “illegal alien,” denounced hate crime laws and spoke flippantly about violence and killings. The video, uploaded to YouTube in April, was uncovered by CNN after Page pushed anchor Don Lemon on Aug. 18 during demonstrations in Ferguson.

St. Ann Lt. Ray Albers was also suspended from duty after he threatened civilians in Ferguson, pointing his gun at them and shouting, “I will fucking kill you.” Reporter Joe Biggs was among the group being threatened.

“I can’t believe that that happened in America,” Biggs told HuffPost of the confrontation. “That’s something I’ve seen in Iraq and Afghanistan. In our country? Mind-blowing.”

I think their time of hunting even with a badge is about over... beware of skin headed angry bullies with badges.

Meanwhile... the Republicans who abuse their FB pages are ragging on about Obama's vacation days.  The cheapshot today from Western Kansas Rep Tim Huelscamp claiming that Obama skipped the kids funeral to play golf. When Obama said he didn't want the funeral to be about officials, in deference to the family.

My view is that journalists need to do much more Truthwatching of the right.   And citizens need to shoot more video.   And police should be ordered to wear lapel cams they can't turn off. That will end a lot of underhanded stuff in this country.

Republicans want to sick their corporate raider on us again! I guess they don't have any good candidates!

A little something for my Conservative friends.

I posted this over on the Washington Times, commenting on a story about how wonderful Mitt Romney is...a planted story to gin up support for that rich loser:

If Mitt Romney were president, he'd run up all the Southern states in debt, take his cut, take said states BANKRUPT, and then sell em off for scrap.
 The last thing we need is a very rich corporate raider to run the country--a guy who made his living screwing people out of their jobs and their retirement benefits!

I'd take a community organizer ANY day, even if he's black and got half the country trying to defeat his every move. Any failings Obama's had you can lay directly at the feet of the Republican party which has NO RESPECT for our last two presidential elections. How can I support a party that won't support my vote? Obama won. They should have gotten over it the morning after the last two big elections.

But big business doesn't pay them to get over it. Hence, we've had six years of political warfare. If you claim to be a Republican and don't make at least a million dollars a year, you're a FOOL for backing the wrong side! They're not at ALL on your side, chump!

You'd be paying DEARLY for your bigoted attitudes, so hope to heck those evil 'liberals' win the next few elections to save you from yourself!

Forgive my POLITICAL PARANOIA... But what's more important than pissy KCMO city hall politics? Yeah, this isn't CHICAGO! No one gives a shit!

I have long suspected that the state will turn, once done with the blacks, to the armed Tea Partiers...and the freely given military weapon the police is Homeland Security's plan. This has nothing to do with Obama-- or ANY president.

Don't let them mention OBAMA constantly as the TeaParty propagandists do to bring out your prejudices. Hell, he's not even up for reelection! It's a distraction to appeal to your emotions. This is WAY bigger than emotions--for your FEELINGS are only a way to get TO you! And it works because you hate blacks, don't you? Try to look beyond your feelings about black people to find the truth about what they REALLY want. It ain't about blacks anymore than it was to the Germans about jews. They're just playing you! Riling you up!

The state/militTary complex, the spying, the self-preservation is an entity of its OWN. We need to quit fighting over who presides over the state for that is ILLUSION of power. Yes, the state is easily capable of hoodwinking even YOUR leaders as they did Bush. Bush was never the fascist. It was Cheney whispering on the INSIDE, and the corporatists bribing the Congress from the OUTSIDE.

Eisenhower warned us and he's been proven right. It's the fascists. Every country has them. Sadly, Republicans are playing into their hands or are part of the movement, keeping their base always living in fear, wanting control and not wanting to pay the penalty for making middle class people poor. The state will go after YOUR guns next when you get as angry as blacks are for being forever kept more poor than YOU are!

And small businessmen will play along to keep the crumbs they have collected. If you guys don't wake up, thise up, you won't recognize this country in 20 years. Force the rich to recycle their wealth back to the people, not hide it overseas away from the taxman. Only THEN, will everybody win. Big fish always try to eat the little fish by hook or crook. Which are YOU?
I think if you're not a million dollars a year guy, you should join the populists, raise wages to keep the middle class coming in the door to buy stuff. Always vote your own economic interest... the wealthy aren't planning to make you rich anymore than they're planning to give good jobs to the middle class.

I'm amazed how silent Republican ordinary voters and their politicians are about bully and militarized policing. Shows the same disregard they have for democracy. They will come after you eventually.

The danger is when the wealthy and the state join forces. Goggle "Fascism" and you'll see that's the original Mussolini definition---its not 'totalitarianism' as most people think, which is only a byproduct: It's the marriage of corporatists and government. Republicans don't want you to notice that, but that's what they're buying.

Maybe political leaders knows more about HISTORY than YOU do?

That happens when ya introduce big money into government. The founding fathers are surely turning over in their graves...for the King isn't Obama...its the board room that hires lobbyists to buy politicians. Pay attention and get your nose out of Murdoch's Fox/Wall Street Journal. He's already owned by the bad people who want your money.

BULLY and MILITARIZED COPS...An institutional problem in America we won't Tolerate!

What to do?

1st.   get Homeland Security to quit giving military hardware to cops... if we make soldiers out of our police, they will attack us and hunt us.    Get rid of the Kevlar and the helmets and goggles and the military tactics.

2nd.  Establish a certification system for lawmen through some association that requires CEU's (Continuing Education Units) like health care people must do to be licensed to be hired.  Not just training on choke holds and and smashmouth, but training on rights, laws, court decisions, and De-ESCALATION rather than ESCALATION.

3rd.  Charge higher ups with crimes and make them do time... hate crime time.   Investigate departments with frequent examples of institutional wrongdoing.  And police chiefs should be the first to go.

4th.   Charge cops for violating people's rights and make it a felony crime.    Make ZERO COMPLAINTS the rule... fine officers serious money and fire them for more than a couple charges.

5th.   Keep shooting videos of police misbehavior... pass them to the media and also put them on Facebook, since so many in the media are in bed with the police who provide TV with so much of their nightly news fare.  Yes, police do get even with the media unless they look the other way.

6th.   Do it like Germany does... shoot to WOUND, not shoot to KILL.

7th.   Seek more racial diversity on police forces and establish community policing everywhere.

8th   Require officers to wear lapel cams and mics which can't be turned off.   Its been shown in experiments that this cuts down on complaints drastically.

BREAKING! Food water for trapped Iraqis. Airstrikes when needed,

ISIS... Mideast's newer even badder badguys hell bent on killing all their enemies..  Who but the US...since we broke it and now we have to fix it?
8:30 PM  Obama tells reporters the US is going to stop a genicide of an estimated 40,000 Christians trapped on a mountain in Northern Iraq.  Sending food and water... and authorized airstrikes to protect the efforts.   Obama quick to say this isn't another boots on the ground war.
