BOOTHVILLE, La. – There is still a hole in the Earth, crude oil is still spewing from it and there is still, excruciatingly, no end in sight. After trying and trying again, one of the world's largest corporations, backed and pushed by the world's most powerful government, can't stop the runaway gusher.
As desperation grows and ecological misery spreads, the operative word on the ground now is, incredibly, August -- the earliest moment that a real resolution could be at hand. And even then, there's no guarantee of success. For the United States and the people of its beleaguered Gulf Coast, a dispiriting summer of oil and anger lies dead ahead.
Oh ... and the Atlantic hurricane season begins Tuesday.
The latest attempt — using a remote robotic arm to stuff golf balls and assorted debris into the gash in the seafloor — didn't work. On Sunday, as churches echoed with prayers for a solution, BP PLC said it would focus on containment rather than plugging the undersea puncture wound, effectively redirecting the mess it made rather than stopping it. Yet the new plan carries the risk of making the torrent worse, as top government officials warned Sunday.
"We failed to wrestle this beast to the ground," said BP Managing Director Bob Dudley, doing the rounds of the Sunday talk shows.

This narrative came from a gent who runs a 2000-acre corn farm up around Barron , WI , not far from Oshkosh . He used to fly F-4Es and F-16s for the Guard and participated in the first Gulf War.
At any rate, the eagle banked hard right in one evasive maneuver, then landed in the field about 100 feet from the tractor. This eagle stood about 3 feet tall. The crows all landed too. They took up positions around the eagle at 120 degrees apart, but kept their distance at about 20 feet from the big bird. The eagle would take a couple steps towards one of the crows and they'd hop backwards and forward to keep their distance. Then the reinforcement showed up.
I happened to spot the eagle's mate hurtling down out of the sky at what appeared to be approximately Mach 1.5. Just before impact the eagle on the ground took flight, (obviously a coordinated tactic; probably pre-briefed) and the three crows which were watching the grounded eagle, also took flight thinking they were going to get in some more pecking on the big bird.
The first crow being targeted by the diving eagle never stood a snowball's chance in hell. There was a mid-air explosion of black feathers and that crow was done. The diving eagle then banked hard left in what had to be a 9G climbing turn, using the energy it had accumulated in the dive, and hit crow #2 less than two seconds later. Another crow dead.
The grounded eagle, which was now airborne and had an altitude advantage on the remaining crow, which was streaking eastward in full burner, made a short dive, then banked hard right when the escaping crow tried to evade the hit. It didn't work - crow #3 bit the dust at about 20 feet AGL.
This aerial battle was better than any air show I've been to, including the war birds show at Oshkosh . The two eagles ripped the crows apart and ate them on the ground, and as I got closer and closer working my way across the field, I passed within 20 feet of one of them as it ate its catch. It stopped and looked at me as I went by and you could see in the look of that bird that it knew who's Boss Of The Sky. What a beautiful bird!
I loved it. Not only did they kill their enemy, they ate them. This is one of the best Fighter Pilot stories I've seen in a long time... There are no noble wars -- Only noble warriors.

Gary Coleman, like so many child stars, was good entertainment
UPDATE: Gary Coleman at 42 has died of heart problems. He's been ill for a long time.
Earlier: It's too bad so many of Hollywood's child stars were not able to handle the fame and notoriety and succumbed to drugs and other problems. Something to be said about being more anonymous, more ordinary and raised by ordinary parents.
He does remind us that some of us are lucky to be mostly healthy all our lives and others are unlucky enough to be plagued with health issues. Coleman was unlucky enough to be unhealthy for most of his time.
I maintain a calm thought of appreciation for how he touched my life with his talents. Thanks, Gary. I'll join you when I do.

Big Whoop! Obama sends 1200 NG to the AZ border!
PHOENIX (AP) - The Obama administration plans to announce Tuesday that it will send as many as 1,200 National Guard troops to the U.S.-Mexico border to improve border security, an Arizona congresswoman said. Democratic Rep. Gabrielle Giffords also said in a statement released Tuesday that President Barack Obama will request $500 million in funding for border security.
Arizona Gov. Jan Brewer's spokesman said the governor hadn't been told of the move prior to her office being contacted by the AP had no immediate comment. In 2006, President George W. Bush sent thousands of troops to the border to perform support duties that tie up immigration agents. The troops wouldn't perform significant law enforcement duties.
That program has since ended, and politicians in border states have called for troops to be sent there to curb human and drug smuggling and prevent Mexico's drug violence from spilling over into the United States.

Golden oldie: A Trip to Cosco
Yesterday I was at my local COSTCO buying a large bag of Purina dog chow for my loyal pet, Biscuit, the Wonder Dog and was in the checkout line when woman behind me asked if I had a dog. What, did she think I had, an elephant?
So since I'm retired and have little to do, on impulse I told her, "No, I didn't have a dog, I was starting the Purina Diet again."
I added that I probably shouldn't, because I ended up in the hospital last time, but that I'd lost 50 pounds before I awakened in an intensive care ward with tubes coming out of most of my orifices and IVs in both arms.
I said, "Essentially a perfect diet and that the way that it works is to load your pants pockets with Purina nuggets and simply eat one or two every time you feel hungry."
" The food is nutritionally complete so it works well and I was going to try it again." I said.
(I have to mention here that practically everyone in line was now enthralled with my story.)
Horrified, she asked if I ended up in intensive care because the dog food poisoned me. I told her, "No, I stepped off a curb to sniff an Irish Setter's ass, and a car hit us both."
I thought the guy behind her was going to have a heart attack, he was laughing so hard. Costco won't let me shop there anymore. Better watch what you ask retired people. They have all the time in the world to think of crazy things to say.

KMBC TV Erin Little delivers baby?
Whispers only that Erin's absence this past week from KMBC-TV in Kansas City are because she delivered, and I heard a hint that there'll be some television about it. Maybe a lot. But the Littles or the TV station aren't yet ready to announce to the world. Did she drop child during May sweeps on purpose? If so, Good for KMBZ but better for the Littles!
Over the months, I've noticed that any posts I write about her pregnancy draws dozens of hits a day so people are constantly interested in this weather anchorette in KC. I've mostly made jokes about how her growing tummy has covered up half of the weather maps on Kansas City's channel 9. Only in fun. She's as wholesome and straight forward as she can be, whether before or during her nightly and growng pregnancy.in front of the weather maps. She has many fans and in KC's local blogs, I've never seen a mean criticism. And every comment I received was positive and warm.
Obviously, the definitive news will come on her home station, KMBC-TV, but she'll be the talk of the town, much to the chagrin of the other 3 local TV news operations.
Erin Little did indeed get round and glowing as we watched on TV... women who've been there will understand and aren't we all glad her pregnancy went well enough she could work all through and with a smile. We dads, whose wives brought us children... well I'll just say it was certainly worth it from loving fathers' perspective. Mine are grown and gone now, but having children was one of the best parts of being alive. And it was good cement for our marriages for we both enjoyed a fabulous common goal. To enjoy them at each stage of growth and raise our little cherubs into worthy adults.
My view has always been that just when a married couple is looking for something new and adventurous in their lives together, this blessing comes along. And the stages of child raising are always fun. Well not always, but looking back, it's all good and completes us. And the more we dads are involved, the better it is! And every stage a child goes through is fun and different.
Take lots of pictures, spend lots of time at home with them and enjoy it all. Take them places, show them things... enjoy how they love you, idolize you, and take in everything you teach them. Great stuff. They will soften you...and that's good for you!

Congress pulls yet ANOTHER FAST ONE on us: 1099 FORMS!
Stealth IRS changes mean millions of new tax forms
NEW YORK (CNNMoney.com) -- The massive expansion of requirements for businesses to file 1099 tax forms that was hidden in the 2,409-page health reform bill took many by surprise when it came to light last month. But it's just one piece of a years-long legislative stealth campaign to create ways for the federal government to track down unreported income.
The result: A blizzard of new tax forms that the Internal Revenue Service will begin rolling out next year.
"It was actually something that we were following back under the Bush administration under the 2008 budget -- we started to see these kinds of rumblings about the 'tax gap' and whether or not businesses were paying their fair share," says Tom Henschke, president of the Pennsylvania-based SMC Business Councils, which was one of the first organizations to call attention to the health care amendment when it was introduced last fall. "So two administrations can claim credit for this."
The first tax-reporting expansion was buried in a different bill, the Housing Assistance Tax Act introduced by House Speaker Nancy Pelosi and signed into law by President George W. Bush in July 2008. Best known for its first-time homebuyers' credit, the bill also created a new addition to the family of 1099 tax forms: the 1099-K.
The 1099 is a catch-all series of IRS documents used to report non-wage income from a variety of sources like contract work, dividends, earned interest and pension distributions. The new 1099-K aims to shine a light on a currently hard-to-track payment stream: credit cards. Starting in 2011, financial firms that process credit or debit card payments will be required to send their clients, and the IRS, an annual form documenting the year's transactions.
The rule comes with a floor to weed out the most casual retailers: The 1099-K is only required when a merchant has at least 200 payment transactions a year totaling more than $20,000. But it applies to all payment processors, including Paypal, Amazon.com, and others that service very small businesses.
The goal of the new regulations is to catch income that is going unreported to the IRS. The federal government loses an estimated $300 billion each year from the "tax gap" between what individuals and businesses owe and what they actually pay.
"Better information reporting helps the tax system work better by ensuring that everyone pays what they owe," IRS Commissioner Doug Shulman explained last year as his agency unveiled the 1099-K. "The new law gives us an important new tool for closing the tax gap and also provides business taxpayers better documentation to compute and report their income and expenses."
For companies that currently report all their credit card and Paypal sales to the IRS, the 1099-K requirement will have little impact. All the paperwork will be done by the bank or payment processing service, and business owners will simply receive a form at the end of the year listing their total receipts.
The 1099 changes attached to the health care reform bill are another kettle of fish. These massively expand the requirements for filing the "1099-Misc" form, which companies use for recording payments to freelance workers and other individual service providers. Until now, payments to corporations have been exempt from 1099 rules, as have payments for the purchase of goods.
Starting in 2012, that changes. All business payments or purchases that exceed $600 in a calendar year will need to be accompanied by a 1099 filing. That means obtaining the taxpayer ID number of the individual or corporation you're making the payment to -- even if it's a giant retailer like Staples or Best Buy -- at the time of the transaction, or else facing IRS penalties.
In essence, the 1099-Misc is having its role changed from a form for tracking off-payroll employment to one that must accompany virtually any sizeable business transaction.
"Just with business travel it would include hotels, rental cars," Henschke says. "Phone service: 1099. Computer service: 1099. Whoever does your postage meter: 1099. You do a little advertising, Yellow Pages: 1099. Your landlord: 1099. You might as well just keep them in your pocket and hand them out as you go around every day."
How did this sweeping provision end up hidden in the health reform bill? No one is willing to take credit for introducing the new legislation, which appeared in the Senate Finance Committee's version of the health bill last fall. Committee chairs Don Baucus, D-Mont., and Chuck Grassley, R-Iowa, both referred calls to committee staffers, who wouldn't comment on the record.
But the provision appears to be a long-in-the-works change that was just waiting for the right moment to be attached to legislation.
Back in 2007, the Senate Finance Committee asked the government's General Accountability Office to conduct a tax-gap study. The resulting report estimated that establishing additional 1099 paper trails for income could provide up to $345 billion annually in new federal tax revenues.
Enter the health reform bill. Last fall, as the debate raged over its projected cost, Congressional supporters of the bill began a desperate search for "revenue enhancers" to bring the net cost down -- and eliminating the 1099 exceptions for corporations and goods was seen as an easy way to bring in more cash without raising tax rates.
House and Senate staffers "essentially have a cupboard full of convenient revenue raisers that they can put into bills when they need it," notes Chris Edwards, director of tax policy studies for the libertarian Cato Institute. In the case of the 1099 changes, he says, "this was sitting around, the IRS wanted it and had testified in favor of it, and they needed a revenue raiser. This was just a convenient thing."
Still, the form the new law took was surprising -- especially the requirement that businesses file 1099s when they purchase goods, which hardly anyone saw coming.
Henschke's group had previously surveyed its members and learned that they average 10 filings a year of 1099 forms, each of which takes about half an hour to prepare. That's in line with the GAO report, which found that a typical small business spent between three and five hours per year filing 1099s.
But SMC's survey found that extending 1099s just to services purchased from corporations would push that number to at least 200 filings per year for a typical small business -- adding an estimated $6,000 to the cost of preparing the average tax return. And that's without even accounting for the requirement that 1099s be filed for purchases of goods, a provision that Henschke's group didn't see coming when it conducted its survey last year.
"These folks are doing their paperwork in the evenings and on the weekends already," he says. "This certainly adds to the burden substantially."
The IRS has a draft version of the 1099-K form available now for public feedback, and will begin requiring the form's use next year. The additional 1099 requirements take effect in 2012. The agency is in the process of drafting its guidance on them.

By a 357 to 32 vote, the House approved legislation that will pay state governments to require DNA samples, which could mean drawing blood with a needle, from adults "arrested for" certain serious crimes. Not one Democrat voted against the database measure, which would hand out about $75 million to states that agree to make such testing mandatory.
"We should allow law enforcement to use all the technology available to them...to reduce expensive and unjust false convictions, bring closure to victims by solving cold cases, better identify criminals, and keep those who commit violent crime from walking the streets," said Rep. Harry Teague, the New Mexico Democrat who sponsored the bill.
But civil libertarians say DNA samples should be required only from people who have been convicted of crimes, and argue that if there is probable cause to believe that someone is involved in a crime, a judge can sign a warrant allowing a blood sample or cheek swab to be forcibly extracted.
"It's wrong to treat someone as guilty before they're convicted," says Jim Harper, director of information policy studies at the Cato Institute. "It inverts the concept of innocent until proven guilty."
Created in the mid-1990s, the UK National DNA Database originally was supposed to store data on convicted criminals, but grew to include records on more than 5 million Britons, including many who were only arrested on suspicion of a crime.

House Speaker Nancy Pelosi and the Democratic leadership scheduled Tuesday's debate on the bill--called the Katie Sepich Enhanced DNA Collection Act of 2010--using a procedure known as the "suspension calendar" intended to be reserved for non-controversial legislation.In a surprise move, as the U.S. Congress was expanding the FBI's DNA database, the U.K.'s new coalition government was pledging sharp curbs on its own databases.
"Suspension of the rules is supposed to be for praising the winner of the NCAA championship or renaming Post Offices," Harper says. "Things like collecting Americans' DNA are supposed to be fully debated in Congress."

(CNSNews.com) - A bill introduced this month in Congress would put the federal and state governments in the business of tracking how fat, or skinny, American children are.
States receiving federal grants provided for in the bill would be required to annually track the Body Mass Index of all children ages 2 through 18. The grant-receiving states would be required to mandate that all health care providers in the state determine the Body Mass Index of all their patients in the 2-to-18 age bracket and then report that information to the state government. The state government, in turn, would be required to report the information to the U.S. Department of Health and Human Services for analysis.
The Healthy Choices Act--introduced by Rep. Ron Kind (D-Wis.), a member of the House Ways and Means Committee--would establish and fund a wide range of programs and regulations aimed at reducing obesity rates by such means as putting nutritional labels on the front of food products, subsidizing businesses that provide fresh fruits and vegetables, and collecting BMI measurements of patients and counseling those that are overweight or obese.
Section 101 of the bill amends the Public Health Services Act by stating that health care providers must record the Body Mass Index of all children ages 2 through 18. "The provision relates to all children in states that accept grants under the bill," a spokesperson for Rep. Kind told CNSNews.com. "However, it is important to note that no one is forced to come in for a doctor’s visit to get their BMI tested. BMI will be taken at times when the child makes an otherwise scheduled doctor’s visit."
BMI is calculated by taking one’s weight in pounds and height in inches, multiplying that number by one’s height in inches and then multiplying that number by 703. Any number over 24 is considered overweight, with higher numbers resulting in a diagnosis of obese (BMI = [weight / (height x height)] x 703).
To pay for implementing BMI data gathering, Sec. 102 of the bill states that the federal government will give grants to states that meet certain criteria, including having “the capacity to store basic demographic information (including date of birth, gender and geographic area of residence), height, weight, and immunization data for each resident of the state.”
The grants also will pay for personnel and equipment necessary to measure patients’ BMI.
The grants also require that if a child’s BMI is greater than the 95th percentile for the child’s age and gender, the state will provide “information on how to lower BMI and information on state and local obesity prevention programs.”
Rep. Kinder's spokesperson said that any data used to generate a report on the BMI data collected would not include patients’ names.
The bill also requires HHS to share with Congress and other government officials, including the secretaries of education and agriculture, its analysis of the BMI data collected not more than one year after it gathers all of the data from states.
This analysis, the bill states, would attempt to identify obesity trends in regions of the United States and how those trends vary according to gender and socioeconomic status--although the bill does not spell out how socioeconomic status of patients would be determined.
On May 6, the bill was referred to the House subcommittee on Highways and Transit.

"The Pill" 50 yrs old. Today's moms pregnant and single
First, Rachel Maddow sings the praises of the PILL, now 50 years old
And what does it mean? Baby making has changed! This from The London Daily Mail:
The number of children born outside marriage in the United States has increased dramatically to four out of ten of all births.
Figures show that 41 per cent of children born in 2008 did not have married parents - up from 28 per cent in 1990

Researchers have concluded that although Christian values still play an important role in American society, public attitudes have changed.
Having a child out of wedlock does not carry the stigma and shame it once did, they say. The study also found that in America there is a declining number of teenage mothers and rising numbers of older parents.
By comparison, Britain has the worst teenage pregnancy rate in Europe with 45 per cent of children born outside of wedlock in 2008. When Labour came to power in 1997, 36 per cent of children were born outside marriage.
The U.S. research, taken from census reports and health statistics by the Pew Research Centre, also outlines a trend of couples in western societies marrying later in life and delaying parenthood until they can afford it.
In 1990 only 9 per cent of births were to women 35 years and older and 13 per cent were to teenagers, but by 2008 10 per cent of births were to teenagers and 14 per cent were to older women.
'The demography of motherhood in the U.S. has shifted strikingly in the past two decades,' the report said.
The share of births to unmarried mothers had increased most among white and traditionally Catholic Hispanic women.
Mothers are also better educated than they were two decades ago. In 2006 more than half of mothers of newborns had some college education, an increase from 41 per cent in 1990.
The percentage was even higher among mothers 35 years and older, with 71 per cent. 'The higher share of college-educated mothers stems both from their rising birth rates and from women's increasing educational attainment,' the report explained.
Attitudes have also altered in the past 20 years as the stigma of unmarried parenthood has softened and Americans marry later in life.
But two is still the ideal number of children in a family for many Americans, which hasn't changed since the 1970s - and many couples cited 'the joy of having children' as the reason for starting a family.
However, a half century after the Food and Drug Administration approved the sale of birth control pills, nearly half of parents said 'there wasn't a reason; it just happened.'

Boycott Local TV news, now in Sensational Sweeps!
Local news is nothing like it once was. Now it's cheap Chinese plastic. The stripped-down news staffs will bite at any shiny object, no matter how small, so long as it's cheaply gathered, and can be illustrated with easy shot video.
They don't talk about taxpayer waste, or health-care reform, or nursing home abuse or hospital overcharges, or defensive medicine, or school security, or watered down ACT tests, or unhealthy school lunches... because all these are:
(a) too expensive to gather
(b) too hard to explain in 90 seconds
(c) aren't easily illustrated with video.
So News Directors just don't define any of these relevant issues as 'television stories'.
This is why they love ghetto crime stories. It's easy to rewrite a police news release, and it's easy to show video of flashing police car lights, and 'crime scene' tape shot by the night-side photographer last night.
Television abandoned real journalism fifteen years ago. And sadly newspapers have been cutting staffs, so like Chinese manufacturing, US news has been so watered down and homogenized there's no food value in it at all!
It's long gone. Now today's news is just processed byproducts on a colorful high-def wide new set with Barbie and Ken doll anchors on a seseme seed bun. Written in 8th grade textbook words, devoid of facts. Television writers assume your the dumbest in your graduating class so they write down to you!
Don't watch them. Exercise your vote about TV news by not watching it! Especially during May and November ratings sweeps!!
Watch the weather channel and read Tony for the only good stuff. Skip the 6 an ten pm news!
